You need to build no revenue buildings that have a culture value. Also, your city is very unhealthy which is costing you a lot of money in welfare fees. You need to build some hospitals and other things that are good for health (health index should be 2). Same for Education & Crime. Take a look at your city indexes and the descriptions of each index to help you.
