Yep.. it is a bit subtle. I use it as a thinking game of how I would run a city. How do you grow and keep people happy with low taxes? It is a bit of a challenge. You do need to do a lot of connecting to make it worth while. Otherwise you could spend all day returning favors.

You learn as you go, that's the fun of it. At the start you need a heap of houses to get your ent up and to gain culture. This will open up lots of other options. Keep an eye on your index before you reach 2000 pop. Have fun & I entertained ya while visiting! :)
