You can set the city so that people can only entertain and not pop -- under Home/Mayor it\'s the checkbox for \"Allow other users to send you population?\" I\'d suggest selling your public schools and buying houses to get to positive happiness, and then one police callbox and one doctor might be the most cost-effecitve way for you to go. (In general things are cheaper bought in multiples of 10, but getting started is hard.) Visit the forum if you\'d like more advice.
