You've got some problems going on with your city, it looks like! Sell your industrial land (that's what has you under 0 Culture at the moment), turn off your Populate feature, and hit up the boards and Populate tabs for LOTS of entertainment. Keep it as close to 100% as you can. Change your tax rate (AFTER you're at 100% happiness) to 40%, but know that within 7 hours, you'll be back to 0 again, so you need to keep an eye on it closely. Buy houses until the "Horseman" appears on your No-Revenue Building list. Start buying those until you hit 100 Culture, and then more options will open up to you.
