entertained. As Weng said, turn off population so that you don\'t have to worry about happiness. Post on the general wall to get entertained. You have plenty of money, start building some houses. When happiness is up, raise your taxes to the maximum value of 40%, continue to ask for entertainment on the wall. Once your culture value goes to 5, new items will unlock.

Turn off your population for now by going to Mayor Tab > uncheck \"allow others to send you population\"
