hmmmm.....I think your happiness isn't going up because your tax rate may be too high. to lower your tax rate you wanna click on your "mayor" button at the top, and under tax rates you wanna lower your tax to between 15-25% to start off with. After you do that I would buy some more Houses so that you can increase your happiness, and get out of the red zone. Once your out of the red zone I would start to populate/entertain other cities, and maybe leave a message on their wall to let them know that you pop'd/entertained their city and to please return the favor....Most people will return the favor, and that will also get your happiness and population up. Once you have more money and you start to expand your city, then you can increase your tax rate to between 30-40%. If your making steady money and you ever have this problem again, then you can always buy more of the properties such as houses that increase your happiness. Good Luck! :0)
