Cheap Factory and industrial land it is standing on are causing your difficulty getting culture. You bought them way too soon in the game. I know this because I made exactly the the same mistake. Sell them or they'll wreck your city! Have a read of these threads in the Metro forum - great advice for new Mayors http://apps.facebook.com/metropolisgame/forums.php?topic=1 good luck!
