Susan I think you will need to restart your city and try again... you should not allow your population to go above 2,000 until after your city is built up with a lot of culture and revenue generating buildings. That will allow you to build educational buildings, hospitals, and police stations, which will keep your indexes high enough to be able to get income without it all being lost to index decreases.
