You need to get your happiness over 20%. An easy way to do that is to buy something that gives happiness. I don't know what your taxes are set to but over 20% and your people lose happiness quickly. You can go to your mayor tab and click on no more people and when folks go to populate you, they will give you happiness instead. Good luck.
