Do you have any favor points? Check under the President tab. Then start by buying a couple of buildings that a city may have... houses, places for the population to work so they can pay you taxes and you can earn money! :) Just watch how many jobs you create...shouldn't be more than your population. The culture points will get more stuff to buy and you need to keep your people happy! If you drop too low no one will pay taxes and you won't get any $$ to buy more stuff!
