- You can turn off population for the moment. I suggest that you might want to do so. That makes anyone who would be populating you entertain you instead - which can be gamed to help at least somewhat with your happiness issues. - You really ought to sell your convention centers and business buildings at least. They emply huge numbers of people at not-terribly-efficient rates (indeed, more people than you have, by a large margin) and businesses that don't have employees produce no money. I think it's even set up so that the businesses that get employees first tend to be the inefficient ones. - getting back to a healthy setup with happiness may take a while. My suggestion would be to save up for houses in blocks of 10, and as you get enough, sell upkeep buildings until you are just below 0 before buying up a house block. Once you've done that enough to get things back under a dull roar, apartment buildings are also very helpful. - selling things one at a time gets you slightly more money than selling them in blocks. Cashing in your (effectively useless if not actively counterproductive) business buildings and convention centers one at a time should get you a fair block of money to buy houses with. - For what it's worth, I've done the math - unless you go higher than 37% tax, you can keep your happiness issues taken care of indefinitely by using the income from your block of houses to buy more houses.

Well, I can't afford to sell all my buildings that cost, since if I sell them my people get unhappy and I can't afford to buy enough happiness to deal with it. So, I'll check what I have fire-wise.

Side thought - you might want to turn off population for a bit. Once you hit 1200, the indexes turn on. Most of them are not an issue until 2000, but you have enough buildings that you'll need some fire service support.
