The game is not realistic and high unemployment is actually a good thing. If you have more jobs than people, your people will become unhappy. Low taxes are the best way to keep your people happy, but that makes it hard to make money. In the beginning, you will want to sacrifice growth for happiness. Go into your mayor section and uncheck the box that allows people to populate your city. This forces all those auto poppers who will never look at your city's stats to entertain instead. Doing this however will be useless without some sort of interaction on your part with other mayors. Click the "Wall" tab and make a request for entertainment. Make a request every 5 minutes and in no time you should be at 100%. Be sure to return all favors. Another way is to click the Populate tab and visit other cities popping and entertaining them. Many will return the favor up to 5 days each. Then there is a special thread on the forums. I put a girls name on it a month ago and her happiness is now always at 100% even though she doesn't play.
