POP'd or ENT'd by Doodlebug! If you return the favor, he'll keep coming back :) You may need to interact with more cities to keep your happiness from going to 0. Once you build up a base of people you trade favors with, they'll be visiting at all hours of the day and night. That way you can be set to "Entertainment" only and be entertained intermittently by people when you are off-line. Unless you have your "Populate" disabled, your connected cities that auto-pop will always Populate.

you need to turn your tax rate down, you do not have enough connections to keep the happy up for all the tax you try to bring in...if you turn it down 10%, check and see how long that lasts you...do this until you find the right tax amount for your city.
