You can improve your culture by buying establishments with the black music sign by them (eg. Houses). Do not buy anything for the time being with a red music sign by them like factories etc. The red music sign takes away culture. To improve crime index buy police kiosks when you are further along in the game and to improve health buy residencial doctors offices. If you need any more help just let me know.
