your city is too small for so many non-revenue properties - the horseman, park, etc. I would sell the school, park horseman and one of the kiosks and use that money to purchase establishments that generate income. Once your population reaches 2000, you'll need to make sure you have adequate health, education, police & fire protection but for now it's not important. Just watch how your pop grows and make sure you have the cash then to buy the establishments you need. Good luck!!!
