Oh, and sell those factories for now, you need the culture, and won't be able to buy things as long as your culture is tied up from them. You will make it back, I promise.

Your indexes kick in at 1200, and you need to have things to maintain them...go to new mayors guide and forums to learn more. First up, buy a couple of horseman to open more items (you need culture to do this, and that is how you raise culture) then buy some private schools to fix education index, this means you will make more in revenue. Take a look at my city, you will see what a young city can do if you follow my lead.
