You might also want to look at your tax settings, if its too high then they won't be happy, but be careful not to lower it too much, cause then you won't make any money. I recommend 7%, it seems to be the easiest to keep the people happy at, and gives you plenty of income.

I'm not sure how many jobs you have for your people, but you might want to try adding a lot more. My people were always upset till I built a factory, it decreases happiness initially, but if you really need a lot more jobs then its worth it. Basically the key is having enough jobs, but don't make more jobs than you have people, cause that also makes them upset.
