A couple of general tips: (from my experience)
1 - Add connections as quick as you can - you get more population and entertainment from connected mayors.
2 - While you're city is new and small, keeping your citizens happy is more important than population since you will lose money if your happiness drops below 20%. Best of luck with your new city!

Welcom. Use houses to keep up happines as it uses no people. Also if you wish to lower happiness use parking meters as they too use no people. Let's connect I'm a 7/7 popper.
