Don't go over 2000 people until you're prepared. Your indices kick in at 2000 pop and unless you're prepared with a few health and crime fixes, it could be disastrous :-) Under your mayor tab, you can stop getting pop and only get entertained until your ready to cross over the 2000 pop mark.
