Set your taxes to 37% and sell your cheap factory. If you think my advice sounds stupid - look at my city ;-)

You will also want to raise your tax rate. At approximately 3% tax, you will not make much money at all. If you are gonna be able to check in on your city from time to time every day, you could raise your taxes up to 40 percent, and increase your cash flow quite drastically. If you are not going to be able to check on your city during the day, you can lower your tax rate down to 25% and still have a decent cash flow.

Tommy, you fill the jobs by buying land and then putting businesses on the land. Each type of business employs a certain number of jobs. So, you fill the jobs and increase your revenue (and cash flow) at the same time. Does that make sense? Feel free to post any questions on my wall. I'd be happy to help you out.
