I suggest to get established, you hop on to the 'populate' tab, look in the left hand column, start clicking on the cities posted there and populate. Most of them will 'return the favor', and populate you back. Once you get a group of cities established in your game feed, and you continue to 'RTF' back and forth, connections with those cities will be likely. In the meantime, your handling of the city affairs is simply a matter of management. I suggest before you reach 2000 population, you shut off your population button. This will leave only your entertainment button. Hike up your taxes to about 30 - 35%, and concentrate for a couple weeks on building up your infrastructure. (Police kiosks, residential doctors offices, schools, and a variety of income generating buildings.) :-)
