In order to connect, you must first send someone a friend request by clicking on their picture. Then after they accept your friend request, click on "connections" in the game, then select their picture from the photos of all your friends, they then have to accept you as a connection to their city. It's a little complicated at first. Hope this helps though. I will send you a friend request....
