Bill, first thing to do: Click on Mayor tab on top, scroll down, uncheck "Allow other users to send you population?". You are almost at 2,000 population and you'll want to freeze population until your city is properly established. If you go over 2k too early, you'll lose all your revenue to education, health, crime, and fire problems. You're almost ready to go over 2k now. Shouldn't be too much longer. I'm going to paste my new mayors message next which includes some very helpful tips.
