In addition to what Bernd said...YOu also have a lot of non-revenue items eating into your DCF - you should try to get rid of things - especially the 8 Art schools. Another thing - you have 5 business buildings, they only give you $30/worker and you have 5000 people employed there - more than half of your population is in one of the lowest paying jobs. Do you have more jobs than people? If you do they will fill the low paying jobs first so you won't have them income from things like beach resorts etc. One other thing - what is your tax rate set at? If it is low you won't make $, try to keep it around 37%.

What didyou buy? Your health index is way to high, your crime index is way too low, sell your cheap fcatory, get soem workers to work on sothing which gives you some cash
