Entertain if under 40%, otherwise, populate!

Connections welcome, I auto-populate around lunchtime right now. Invites to most other game apps will be accepted (eventually).

Non-connected cities will have their favor returned via the feed, no need to post to the wall. I try to entertain non-connected cities that need & want it, since it's less efficient to populate non-connecteds.
