Welcome to the Metro game! :) When you need more happiness, and if you don't want to buy things to get it, just go to the "Wall" (to the right of the help button) and post a message asking people to. If you write "wrtf" (will return the favor) they are more likely to help. :) You can ask them to help you increase your population, too, but don't worry about that too much until you've hit 2000 people. Once you get to 2000 people that is when you will really need to keep a closer eye on your index. Education isn't that hard to maintain. I'd say hardest to easiest would be crime (based on how many people you have), health (again, based on how many people you have... don't buy too much of that until it starts to go down; it doesn't need as much to be maintained), fire (based on how many buildings you have), and education (probably based on how many people you have? there are a lot of things you will eventually be able to buy, like private schools, that won't cost you any money to maintain it).
