To connect cities,you click on people pics and send them a message asking for metro connection. Make sure you put metro in the message so people know why you are asking for their friendship. Then once you are friends, you go to metro and send them an invite from the tab above. Once they have accepted it your cities are connected. You can then delete them from you friends if you want to, the cities stay connected. Then when you popualte you make sure to hit your connected cities because you get 5 people instead of one.
