Hiya Allyson..... The tax system has no effect on your population. Taxing only effects how often you need to check your happiness. So if you take it to 40% then you probably should check your city twice a day.... 30% is once a day and so on.... Population only reflects how many facebook friends or others have added pop to your city. Also the gas station is probably one of the best things to get since it provides 3 jobs per $1200, and the tax system on this is based on jobs and income.... Sure crime will go up and happiness will go down, just make adjustments, but your income will go up pretty fast this way....
