Hi Elaine.. You need to by some non revenue buildings to put your index in order. You need police to control Crime , Doctors to control health and a school to control education. Set your system to recive entertainment only because you do NOT want any more people until these are in order. You may have to sell (at half price) your pizzas, cafes, and grocery stores to buy the items needed. As you buy these essentials these numbers here at Education 0.01, Health 0.01 and crime at 2 should change. Education and Health should go up. you need them to be above 1. crime should go down.. you need that to be at1 or below. Contact me on my wall if you need any further help. You went over 2000 people before you were ready. You need to go to your mayor tab and turn off population for a while. Any city that interacts with you will only give you entertainment. Then you need to buy things that give you culture. As soon as you are able to work on your crime index by buying police kiosks/stations. Your health index being what it is might be good if you kill some of your citizens (I know - it sounds horrible but getting too big too fast is a bigger problem). Your Education index can be addressed with private schools which will also give you revenue. You should aim to keep you crime index around .9, your Ed at 2 and your health can be around 1.51 to get a 30% decrease in your welfare.
