POP first please, ENT if under 40%

Please remember this is just a game, and is not something that needs to be taken that seriously or played so intensely. It's JUST A GAME, so have fun.

I pop/ent connections 7/7, though I don't always have time to pop non-connected cities every single day, as I am not going to pay real money to play a game that revolves around fake money. But I will manual pop as often as possible.
