looks like you've figured out a way out of being in the red constantly. i know it's rough when you've gotta sell properties back and you lose all you culture. but, you can get your culture back. it'll just take some time. i went through the same thing and though it took a couple of weeks to recover, my city's doing fine now. good luck!!!!
