A couple of general tips: (from my experience)
1 - Add connections as quick as you can - you get more population and entertainment from connected mayors.
2 - While you're city is new and small, keeping your citizens happy is more important than population since you will lose money if your happiness drops below 20%. Best of luck with your new city!
