Whoops! Sorry populated you. I'll visit again, and put your name in the forum for some more help. I'd recommend you buy houses to bring you culture level back up. You need to stop people from populating you in the mayor tab, quick settings. Keep your health index low to kill off your people, as you have to many. Start buying houses, get culture up, then your crime and education. If its to much trouble for you, you can start again as well, and keep all your connections.
