you need to find a balance between your population and the jobs available. each "establishment" creates a certain number of jobs. if you scroll all the way down on your establishments screen, there will be a green area saying all the xxx jobs have been filled, or it will be red, saying you dont have enough people to fill those jobs. If you don't have enough people, then you need to ask others to populate your city.

when you are in the "build" tab, scroll down to the bottom, it will state "all 13 jobs are filled", totalling the number of jobs from your businesses - the grocery store, bus top, etc, and filling as you get enough pop.

Under each business you buy there is a note as to how many people are employed.
