Susan I saw your question on someone else's wall. You need to 'connect' with other players - that is how you get to give and receive 5 pops when you interact with other mayors. Have a look at the forum where there is lots of advice (including how to make connections) for new Mayors http://apps.facebook.com/metropolisgame/forums.php?topic=1
