Too late. You went over 2000 while I was writing. :-( Okay, don't panic. Your bad health index will kill off people in the next census and you will go back under 2000 then. Your cash flow is now in shambles, but if you take a look at what I linked you to, please, it will tell you how to fix the culture. You still need to FREEZE YOUR POPULATION, and then you can fix this up.

Oh dear, you really need to freeze your population now. Don't go over 2000. You have negative culture and won't be able to buy the buildings you need for your indexes. :-0 Mayor Tab > untick the box that says "allow other people to send me population" and SAVE. Your culture is negative. You must fix that before you go over 2000 or bad things will happen. Good luck.
