You need to shut off your pop at 2000 population at mayor and get your cash flow going, get fire and police protection as soon as you can, only buy things for awhile that will bring best revenue, also if you get favor points you can get alot of cash for them, wait awhile because the longer you wait the bigger the cash amount gets for favor points.
