1. There will always be crime so it might as well be organized
2. All thieves must be members in good standing with the thieves guild
3. Unauthorized thieving will be punished by 30 days in the scorpion pit
4. All mimes will be arrested on site and imprisoned in a glass walled cell (the mayor hates mimes)
