keep buying those buildings with the musical note.... Also, you will be tempted to buy the cheap factory because it really increases your revenue, but notice that it has NEGATIVE culture.... so be sure you have more than 50 culture before you build that.

keep buying empty plots and houses, these give income, happiness and culture, soon you will unlock other items that give even more culture. be careful tho the culture items often need upkeep and so make sure you do not spend more on upkeep than you get in tax income. also do not get more than 2000 people until you have a good cash flow to dealwith the indices, you can turn the pop off on the mayors page and just get happiness for a while, this means you can out your taxwe up to 40 % for fairly long periods and get more money. all the best
