Player, mayor ofLake Woe B Goneover 16 years agoCulture comes from buying various buildings--parks, houses, landmarks, etc. Early in the game, the best things to buy are houses--others cost upkeep and aren't all that handy. Also, you don't want to have more than 2000 ppl before you are ready. You want to turn off the population (click on No More People! under mayor tab) until you are ready. Finally, you probably want to raise taxes in order to buy houses. Once you have enough culture, you need to buy police stations and schools to address your indices.
