Hiya :o) Below are some links that will help I hope. I'm not sure why you have negative culture, did you buy a factory or something? At this stage, try and save money and buy houses that will even your culture out and let you get it to 2% so you can buy different buildings. Put your tax rate at 40% when you are online, and since you need to save money, turn it down to 37% while offline. The key to getting more people is to make connections with others. Use the Populate tab and click on others and pop or entertain them. Use the Wall tab and ask for ENT or POP from there. Go to your Home tab and make sure you return all the pops or ENT that random people gave you from these sources. Read the forums, they have tons of guides for new mayors :O) If you want to, at this very early stage, you could just restart your city, make it industrial since you get more money, and you also keep any connections you have made.
