When you go to a mayor's page, in the top section it has the city name and then the stats (money, culture, etc..). Under the Building Count line there will be two links (that don't have underlines): Populate & Entertain. The Populate one has a little person on each side of it and the Entertain one has the music note on each side. You can only do one action every 24 hours. If you come back before the 24 hours are up, it'll say "Interacted xxx hours ago. Allowed once a day."
